A Quality First Star Rating is intended solely as one factor of many that may aid persons in making their own informed decisions about an early care and education program. Persons making such decisions are recommended to make their early learning program decisions based upon a variety of factors, including their personal observations and evaluations of the provider, its staff and its educational programs. It is not a guarantee or warranty by the State of Arizona or First Things First of the quality of an early care and education program nor a guarantee of consistency in quality educational programming.
Child safety and welfare issues in child care are under the jurisdiction of state licensing (Arizona Department of Health Services), state certification (Department of Economic Security), or tribal regulating entities, not First Things First. Concerns about child well-being in child care must be reported to the licensing or certifying entity.
