Participating in Quality First is free for regulated child care centers, in-home providers and preschool programs in Arizona. Once selected, you’ll join 1,300+ providers across the state who are committed to improving the quality of their early learning settings.

For Families: Paying for child care

If you’re a family looking for child care, visit First Things First.

Before you begin the application process, please:

Collect all program contact information.
Identify a designee for your program and gather contact information including the program’s mailing address, phone number, fax number and email address.
Gather all applicable provider licenses and certification numbers and expiration dates, including Arizona Department of Health Services (ADHS), Arizona Department of Economic Security (DES), Tribal license information, United States Department of Defense and United States Health and Human Services (Head Start Bureau).
Identify the primary language used in your program.

Consent for Program Assessment and Star Rating

If selected for participation in Quality First, you will be contacted to verify your program information and schedule an initial program assessment. A Quality First assessor will visit your program and conduct classroom observations and teacher interviews. The assessor will then complete a formal assessment report and determine your program’s scores on one or more assessment scales. These scores will be used to determine your Quality First Star Rating and the benefits and supports your program is eligible to receive. (Your initial star rating will not be made public.)

Upon completion of your initial program assessment, you will be assigned a Quality First coach and have the opportunity to officially enroll in Quality First. Your coach will review the scores of your program assessments and your initial Quality First Star Rating, and together you will create a plan to improve the quality of your program.

If you choose not to enroll in Quality First, your program may be ineligible for other funding or services available through First Things First.
